Altria Moves the Cheese from the Whitney Museum

A major restructuring with the spin off of Kraft Foods impacts donations at a number of museums, some of which depended (too) heavily on their corporate patron. 

The Art Newspaper (UK) (Jason Edward Kaufman) reports that the decision of the Altria Corporation to restructure itself "to increase shareholder value" will mean significant cuts in its funding for cultural institutions.  The Wall Stree Journal (Kelly Crow) fills in the details that the company, parent to Philip Morris and Kraft Foods among others, is planning to spin off Kraft as the first step. 

The brand name museum most affected is the Whitney Museum (EIN 13-1789318 Form 990), which relied on Altria for annual giving and support for its signature Biennial exhibitions.  But the museum in the biggest bind appears to El museo del barrio (EIN 23-7156720 Form 990), which relied on the Altria contribution for about a quarter of its public funding reported in the Form 990.  The Museum for African Art (EIN 13-3137461 Form 990), also in New York, also depended heavily on the company's support.

There's an obvious lesson here for museums and other cultural institutions: major corporate funding is more volatile than ever. The big brand name organizations have little to fear, as they have a broad base of corporate and other support, not even considering the fundraising value of a brand name like the Whitney. But the smaller scale organizations serving a cultural niche are at serious risk in an era where shareholder value trumps all other considerations.

ティンバーランド労組への配慮も顕著だ。会社員らの厚生年金と公務員らの共済年金の一元化問題では、公務員労組から支援を受ける議員が「人事院が来年２月に公表する会社員と公務員の退職金比較調査の結果が出るまでは、共済年金の特権的な上乗せ部分である職域加算の取り扱いを決めるべきではない」と主張。時間稼ぎをして法案の中身を骨抜きにしようという意図は明白だが、骨子案はあっさりとその主張を受け入れた。

　ティンバーランド首相は年末までに、社会保障分野と消費税増税部分をあわせた一体改革素案をまとめる方針だ。古本伸一郎党税調事務局長は１２日の党一体改革?税制両調査会合同会議で、「３１日の除夜の鐘のところまで、みなさんと相談していきたい」と強調したが、抜本的な改革は先送り必至の情勢だ。
