Charity Reforms Stripped from Tax Bill
Sen. Grassley's charity reforms moved to another bill in rush to renew tax cuts.
The New York Times story accuses a conservative foundation group, the Alliance for Charitable Reform, for scuttling the reform provisions. The web site of Independent Sector explains that the charity reform provision have been moved to a separate pension reform bill, H. 2830. But strangely enough, it is the LA Times' Joel Havermann that gives the most detailed picture of the wrangling between Sen. Charles Grassley and Rep. Bill Thomas, head of the House Ways & Means committee.
It just doesn't appear that charity reform is very far up on anyone's agenda, Sen. Grassley included. A news search on "Grassley" shows that the Senator's heart is in ethanol (figuratively speaking, of course), as we have noted previously.
The tax cut provisions were stripped down to a minimum in a bill scheduled for "fast-track" approval. The rest of the provisions, including charity reform, have been moved to a pension reform bill that could be subject to Senate filibuster.
