But the government will subject charities to unannounced visits to enforce procedures to prevent illegal fundraising.
So far, no US mainstream newspaper has pickup up this story (Agence France-Presse / Omar Hassan) about the regulation of charitable donations in Kuwait. For the last two years, Kuwait has prohibited direct contributions to charity. Donors had to get forms stamped by the ministry of social affairs & labor and then their bank would transfer money from their account to the charity.
For Ramadan this year, the ministry is permitting charities to collect cash donations directly at their offices if the charity provides official receipts stamped by the ministry. Enforcement teams will drop in on charities to monitor compliance with the rules.
Ramadan is a big month for charitable contributions, as many Muslims associate the holiday season with the requirements of zakat, or almsgiving, one of the five major tenets of Islam. The payment is supposed to be 2.5% of net income. The story reports an estimate that tens of millions are raised every year by Kuwaiti charities.

First let me introduce myself. My name is Muzaheed, pursuing my Ph.D from department of Microbiology, Gulbarga University, Gulbarga, Karnataka. INDIA.
Recently I have been to America to Pittsburgh University as visiting research scholar. I have an immense thought to lift up the Muslim community in our locality in the education field. When comparing education in United States. We muslims in our locality are very backward and poor to get higher education.
So, I and my friends circle thinking in a very positive way to lift up the present situation.
Gulbarga lies in the north-east part of Karnataka state, INDIA. This region is considered as socio-economically backward region. Where Muslim community is educationally lagging back. Where very less Muslim student take higher education in Gulbarga University due to lack of financial support.
Gulbarga University offer all the higher master degrees and research studies in all discipline. In our Gulbarga University 4% of Muslim student are studying without any financial aid. We need to increase this strength. So we have following plane to go ahead and lift up Muslim community.
At present in front of our university there is a very old small shed mosque. However it has big open land space. Where in five times prayer is carried out by students.
1. we need to construct a big mosque
2. We need to built a Muslim student hostel and boarding in mosque premise. So that poor student can stay for free of coast and take better education in university.
3. We need to pay scholarship to poor students, who are really in need. So we have to deposit money in mosque bank account, out of monthly interest we can pay scholarship.
So we request your organization to give financial help and improve the Muslim students to come up for higher education. As with parallel to Islamic education, Muslim student should be ahead with academic education, so that they come out with flying colors.
